The wind-whipped effect is superb and, along with the colors, creates a strong mood. Like the textured brush work, as well. If there's any area I think could benefit from a bit more development, it's the orb and hand, as purplerose said.
P.S. I like seeing a less whispy elf for a change (he even has a beard!)

Still, the stormy feeling made by the lighting and the wind's touch on the surroundings give the painting a very strong sense of air, temperature and even smell.
